The Role We are seeking an experienced **Urban Planning Manager** to lead urban planning, master planning, development strategy, land-use planning, and spatial development activities across complex projects and growth programs. The successful candidate will provide strategic and technical leadership throughout the planning lifecycle, from site analysis and feasibility through master planning, development approvals, implementation, and ongoing urban development. The role requires strong planning judgment, stakeholder management, analytical capability, and an understanding of the relationship between land use, infrastructure, mobility, economics, sustainability, and community needs. Key Responsibilities * Develop and implement urban planning strategies aligned with development objectives and long-term growth requirements. * Lead urban planning and master-planning activities from initial feasibility through implementation. * Manage multidisciplinary planning, design, engineering, and specialist consultant teams. * Develop planning frameworks, land-use strategies, spatial plans, development concepts, and urban design principles. * Conduct site analysis covering land use, infrastructure, transportation, environment, topography, demographics, and development constraints. * Assess development opportunities, planning constraints, land capacity, and growth potential. * Prepare and review master plans, development plans, structure plans, precinct plans, and area frameworks. * Establish land-use distributions, development densities, building envelopes, development controls, and planning parameters. * Coordinate residential, commercial, retail, hospitality, institutional, industrial, recreational, and mixed-use land uses. * Integrate transportation, public transit, pedestrian, cycling, parking, and mobility requirements into planning strategies. * Coordinate urban planning with infrastructure, utilities, water, wastewater, drainage, energy, and telecommunications requirements. * Work closely with landscape architecture and public-realm teams to create cohesive urban environments. * Develop strategies for open spaces, parks, public areas, community facilities, and social infrastructure. * Review urban form, block structures, street networks, building interfaces, connectivity, and accessibility. * Promote compact, connected, walkable, and well-integrated urban development where appropriate. * Incorporate sustainability, climate resilience, resource efficiency, and environmental considerations into planning strategies. * Support climate-responsive planning, urban cooling, green infrastructure, biodiversity, and environmental enhancement. * Evaluate development scenarios based on economic, social, environmental, infrastructure, and market considerations. * Conduct planning feasibility studies and development option assessments. * Review planning policies, regulations, zoning requirements, design guidelines, and development controls. * Coordinate planning submissions and approvals with government authorities and regulatory bodies. * Interpret planning regulations and translate them into practical project requirements. * Prepare planning reports, development applications, technical assessments, and approval documentation. * Lead planning workshops, stakeholder consultations, design reviews, and project presentations. * Coordinate with developers, government agencies, investors, communities, consultants, and project stakeholders. * Manage planning-related requests for information, technical queries, comments, and design changes. * Review consultant deliverables for planning quality, consistency, completeness, and compliance. * Manage external planning consultants, urban designers, economists, transportation specialists, and other advisors. * Define scopes of work, deliverables, schedules, responsibilities, and performance requirements. * Monitor consultant performance against agreed planning, quality, budget, and schedule objectives. * Coordinate urban planning requirements with architectural and engineering design teams. * Review development proposals for alignment with approved planning frameworks and strategic objectives. * Support real estate development strategies through market, land-use, density, and development analysis. * Assess phasing strategies, development capacity, infrastructure requirements, and implementation priorities. * Develop urban development phasing and implementation frameworks. * Support infrastructure investment planning and alignment with projected development demand. * Identify planning risks, conflicts, dependencies, and opportunities for optimization. * Lead value and development optimization studies while maintaining planning objectives. * Support planning-related procurement, tendering, and consultant selection activities. * Establish planning quality-control and governance processes. * Maintain planning databases, GIS information, land-use schedules, development registers, approval records, and project documentation. * Use GIS, spatial analysis, planning models, and data-driven tools to support planning decisions. * Monitor implementation of approved master plans and planning controls. * Track planning performance, development changes, approvals, and compliance. * Prepare management dashboards, planning reports, presentations, and strategic recommendations. * Mentor planners, urban designers, and junior planning professionals. * Promote innovation, sustainable development, planning excellence, collaboration, and continuous improvement. Ideal Candidate The successful candidate should have strong experience in **urban planning, master planning, urban development, spatial planning, land-use planning, or real estate development**, preferably within major international, mixed-use, residential, commercial, infrastructure, or city-scale development projects. The candidate should demonstrate: * Bachelor's or Master's degree in Urban Planning, City Planning, Regional Planning, Urban Design, Architecture, or a related discipline. * Significant professional experience in urban planning and development management. * Strong understanding of land-use planning, zoning, development controls, density, urban form, and spatial planning. * Experience leading master-planning and multidisciplinary planning teams. * Strong knowledge of planning regulations, development approvals, and government processes. * Experience coordinating planning with transportation, infrastructure, utilities, landscape, architecture, and environmental disciplines. * Strong understanding of urban economics, development feasibility, phasing, and land-use optimization. * Experience preparing planning reports, master plans, development applications, and strategic studies. * Experience managing planning consultants and specialist advisors. * Strong GIS, spatial-analysis, mapping, or planning-modeling capabilities. * Strong project-management, analytical, organizational, and problem-solving skills. * Excellent communication, presentation, negotiation, and stakeholder-management capabilities. * Ability to manage multiple projects, priorities, deadlines, and planning interfaces. * Professional planning certification or equivalent qualification is highly desirable. * Experience with large-scale master-planned communities or major urban-development programs is an advantage. * Knowledge of smart cities, sustainable development, transit-oriented development, and climate-resilient planning is desirable. * Strong commitment to creating functional, inclusive, sustainable, connected, and economically viable urban environments.
